Keeping tabs on the pork

I was just talking with Pietro Poggi-Corradini about how we might keep tabs on what actually happens rather than on what is supposed to happen when the government spends $825 billion quickly.  Wouldn't it be great to keep track of how long it takes the money to get spent, what actually happens on the ground and so on? There's no way a reporter can follow it. Or an economist. So let's use the wisdom of crowds, the many-eyeball approach.

So how should we execute the monitoring strategy? A blog with each spending line a category that people can comment on? A wiki? Suggestions welcome and Pietro and I will try to implement. Assuming it passes. I haven't given up hope yet, but preparing for the worst.
